I have heard the percent is usually between 10 and 25 % but I want to find a source that proves or disproves this.

Please provide a source if at all available.

It depends. The product to sell could be prime time, radio air time, square inches in magazine or on line banner ads. Also, it depends on who is selling and who is buying. The ‘middle-man’ who connects media and sponsor can get fixed amount as a retailer or a percent discount.
Example: “15% discount to recognized advertising agencies that provide camera-ready copy” , means that the middleman, which in this case is advertising agency, will make the ad according to some standards /camera-ready/ and will get 15% for the efforts.

I think the trend is away from commission towards actual fees for particular services. I doubt you will find an average.
